3B%5C%2Fdiv%26gt%3B%5Cn%26lt%3B%5C%2Fdiv%26gt%3B%22%2C%22data%22%3A%7B%22itemType%22%3A%22journalArticle%22%2C%22title%22%3A%22A%20Rocky%20Path%20to%20Homeownership%22%2C%22creators%22%3A%5B%7B%22creatorType%22%3A%22author%22%2C%22firstName%22%3A%22Alexander%22%2C%22lastName%22%3A%22Reisenbichler%22%7D%5D%2C%22abstractNote%22%3A%22For%20most%20Germans%2C%20renting%20a%20home%20is%20nothing%20unusual.%20Germany%20has%20developed%20an%20affordable%2C%5Cnwell-functioning%20rental%20market%20and%20a%20longstanding%20reputation%20as%20a%20nation%20of%20renters.%20The%20rate%20of%5Cnhomeownership%20has%20remained%20correspondingly%20low%20%2843%20percent%20in%202013%29%20when%20compared%20with%20the%5Cnrate%20in%20the%20United%20States%20%2865%20percent%20in%202013%29.1%20The%20story%20often%20told%20is%20that%20generous%20housing%20subsidies%5Cnfor%20the%20rental%20market%20and%20the%20absence%20of%20homeownership%20subsidies%20helped%20produce%20such%20an%5Cnoutcome%20%28Voigtl%5Cu00e4nder%2C%202009%29.%20Contrary%20to%20this%20popular%20belief%2C%20however%2C%20homeowners%20in%20Germany%5Cndid%20receive%20sizable%20tax%20breaks%20and%20subsidies%20as%20part%20of%20social%20housing%20programs%20from%20the%201950s%20until%5Cnthe%20first%20decade%20of%20the%2021st%20century.%20For%20decades%2C%20policymakers%20across%20the%20political%20spectrum%20have%5Cntried%20to%20create%20a%20nation%20of%20homeowners%5Cu2014but%20have%20struggled%20to%20do%20so.%5Cn%5CnAfter%20the%20destruction%20of%20World%20War%20II%20%28WWII%29%2C%20Germany%20faced%20severe%20housing%20shortages.%20To%20stimulate%5Cnhousing%2C%20the%20German%20state%20adopted%20far-reaching%20subsidies%20through%20the%20tax%20code%20and%20social%20housing%5Cnprograms%20for%20both%20renters%20and%20homeowners.%20The%20subsidies%20for%20homeowners%20even%20outlived%20the%20nation%5Cu2019s%5Cnhousing%20recovery%20well%20into%20the%2021st%20century.%20The%20limited%20success%20of%20the%20subsidies%2C%20however%2C%20in%20creating%5Cnmore%20homeowners%20or%20raising%20the%20country%5Cu2019s%20homeownership%20rate%20to%20levels%20seen%20in%20other%20advanced%5Cneconomies%20made%20these%20subsidies%20politically%20vulnerable.%20In%20the%20middle%20of%20the%20first%20decade%20of%20the%2021st%5Cncentury%2C%20the%20grand%20coalition%20of%20the%20Christian%20Democratic%20Union%20%28CDU%29%20and%20the%20Social%20Democratic%5CnParty%20%28SPD%29%20under%20Chancellor%20Angela%20Merkel%20eliminated%20most%20federal%20subsidies%20for%20homeowners.%5Cn%5CnThe%20key%20to%20understanding%20why%20the%20country%20eliminated%20its%20large-scale%20subsidies%20for%20homeowners%5Cnlies%20in%20the%20power%20of%20Germany%5Cu2019s%20federal%20states%20%28L%5Cu00e4nder%29.%20In%20pursuit%20of%20their%20interests%2C%20the%20L%5Cu00e4nder%20both%5Cninfluenced%20housing%20legislation%20at%20the%20federal%20level%20and%20implemented%20federal%20laws%20in%20ways%20preferable%5Cnto%20them%20at%20the%20state%20level.2%20The%20L%5Cu00e4nder%20undermined%20the%20objectives%20of%20federal%20homeownership%5Cnpolicies%20by%20distributing%20more%20social%20housing%20funds%20to%20the%20rental%20sector%20than%20to%20homeowners%20and%20by%5Cnsuccessfully%20supporting%20the%20elimination%20of%20tax%20breaks%20for%20homeowners.%20They%20did%20so%20in%20part%20because%5Cnthey%20wanted%20to%20be%20in%20control%20of%20steering%20housing%20policy%20and%20distributing%20funds%20with%20sensitivity%20to%5Cnthe%20housing%20needs%20of%20their%20regions%20and%20local%20communities.%20The%20influence%20of%20the%20L%5Cu00e4nder%20in%20Germany%5Cnis%20all%20the%20more%20remarkable%20when%20compared%20with%20the%20situation%20in%20the%20United%20States%2C%20a%20country%20also%5Cnknown%20for%20its%20decentralized%20government%2C%20where%20federal%20housing%20policies%20put%20federal%20agencies%20in%5Cncharge%20of%20the%20most%20important%20homeownership%20policies.%5Cn%5CnU.S.%20policymakers%20and%20housing%20experts%20may%20be%20interested%20in%20these%20findings%20for%20a%20number%20of%20reasons.%5CnThe%20differences%20between%20the%20German%20toolkit%20of%20home%20finance%20policies%20and%20that%20of%20the%20United%5CnStates%20provide%20opportunities%20for%20comparison%20that%20may%20help%20us%20better%20understand%20and%20advance%5Cnhousing%20policies%20in%20the%20United%20States.%20Moreover%2C%20contrasting%20the%20political%20economies%20of%20housing%20in%5Cnthe%20United%20States%20and%20Germany%20reveals%20that%20the%20degree%20to%20which%20the%20housing%20sector%20plays%20a%20key%20role%5Cnin%20the%20larger%20economy%20creates%20different%20policy%20options%20and%20opportunities%20for%20home%20finance%20reform%5Cnin%20the%20two%20countries.%20This%20discussion%20sheds%20some%20light%20on%20why%20the%20United%20States%20is%20seemingly%20stuck%5Cnin%20a%20%5Cu201csocialized%5Cu201d%20homeownership%20market%2C3%20a%20so-called%20third%20rail%20of%20U.S.%20politics%20that%20is%20unlikely%20to%20be%5Cntouched%20by%
