%26lt%3B%5C%2Fi%26gt%3B%20%5BReport%20prepared%20for%20Revisiting%20Rental%20Housing%3A%20A%20National%20Policy%20Summit%5D.%20%26lt%3B%5C%2Fdiv%26gt%3B%5Cn%26lt%3B%5C%2Fdiv%26gt%3B%22%2C%22data%22%3A%7B%22itemType%22%3A%22report%22%2C%22title%22%3A%22Should%20We%20Foster%20the%20Nonprofit%20Housing%20Sector%20As%20Developers%20and%20Owners%20Of%20Subsidized%20Rental%20Housing%22%2C%22creators%22%3A%5B%7B%22creatorType%22%3A%22author%22%2C%22firstName%22%3A%22Rachel%20G%22%2C%22lastName%22%3A%22Bratt%22%7D%5D%2C%22abstractNote%22%3A%22The%20strengths%20and%20weaknesses%20of%20nonprofit%20organizations%20in%20developing%20and%20owning%20subsidized%20rental%20housing%20are%20examined.%20In%20the%20course%20of%20this%20study%2C%20a%20number%20of%20comparisons%20are%20made%20between%20for-profit%20and%20nonprofit%20developers.%5Cn%5CnThe%20nonprofit%20housing%20sector%2C%20including%20both%20community%20development%20corporations%20as%20well%20as%20the%20larger%20regional%20and%20national%20nonprofit%20housing%20organizations%2C%20are%20credited%20with%20having%20produced%20or%20rehabilitated%20more%20than%201%2C252%2C000%20units%20of%20housing%20and%20more%20than%20295%2C000%20units%2C%20respectively.%20Taken%20together%2C%20these%20organizations%20have%20produced%20about%20one-third%20of%20the%20units%20in%20the%20social%20housing%20sector%2C%20which%20totals%20about%204.6%20million%20units.%5Cn%5CnSince%20the%201960s%20nonprofits%20have%20been%20the%20beneficiaries%20of%20a%20number%20of%20federal%20programs%20and%2C%20more%20recently%2C%20they%20have%20been%20singled%20out%20for%20preferential%20treatment%20in%20several%20initiatives.%5Cn%5CnThe%20unassisted%20private%20housing%20market%20generally%20does%20not%20provide%20sufficient%20profit%20for%20for-profit%20developers%20to%20build%20or%20maintain%20decent%20quality%20housing%20that%20is%20affordable%20to%20lower%20income%20households.%20In%20comparison%20with%20for-profits%20involved%20with%20subsidized%20housing%2C%20nonprofits%20typically%20focus%20on%20more%20distressed%20areas%20and%20their%20developments%20are%20typically%20targeted%20to%20harder-to-house%20populations.%5Cn%5CnFor-profit%20developers%20typically%20have%20important%20attributes%20that%20make%20them%20attractive%20developers%20and%20owners%20of%20housing%20that%20is%20affordable%20to%20low%20income%20households.%20In%20particular%2C%20they%20generally%20bring%20significant%20financial%20and%20technical%20resources%20to%20a%20given%20deal.%20The%20ability%20of%20for-profit%20developers%20to%20cover%20the%20costs%20of%20acquiring%20land%20or%20buildings%2C%20as%20well%20as%20the%20up-front%20development%20costs%2C%20often%20allows%20them%20to%20move%20more%20quickly%20and%20efficiently%20than%20nonprofit%20organizations.%20Perhaps%20the%20major%20criticism%20of%20for-profit%20developers%20relates%20to%20the%20inherent%20contradiction%20in%20their%20need%20to%20make%20a%20profit%20and%20the%20potential%20for%20this%20to%20come%20into%20conflict%20with%20the%20long%20term%20affordability%20needs%20of%20low%20income%20residents%2C%20as%20well%20as%20the%20public%20purpose%20implicit%20in%20subsidy%20programs%2C%20as%20demonstrated%20in%20the%20%5Cu201cexpiring%20use%5Cu201d%20crisis.%5Cn%5CnSupporters%20of%20nonprofits%20point%20to%20their%20commitment%20to%20produce%20housing%20that%20is%20affordable%20to%20lower%20income%20people%20over%20the%20long-term%2C%20as%20well%20as%20to%20stimulating%20investment%20in%20neighborhoods%20in%20need%20of%20revitalization%2C%20discussed%20above.%20In%20addition%2C%20nonprofit%20housing%20providers%20are%20credited%20for%20their%20connections%20to%20community%20and%20residents%2C%20their%20commitment%20to%20providing%20services%20for%20residents%2C%20and%20their%20potential%20for%20accessing%20affordable%20land%20and%20buildings.%5Cn%5CnTwo%20central%20questions%20relate%20to%20the%20relative%20strengths%20and%20weaknesses%20of%20for-profit%20and%20nonprofit%20sponsorship%20of%20housing%20that%20is%20affordable%20to%20low%20income%20households.%20The%20first%20question%20asks%20whether%20it%20is%20more%20cost-effective%20to%20pursue%20one%20strategy%20or%20the%20other.%20The%20second%20questions%20the%20long-term%20viability%20of%20projects%20developed%20by%20each%20type%20of%20sponsor.%20The%20answers%20to%20both%20questions%2C%20however%2C%20are%20far%20from%20conclusive.%20But%20when%20nonprofit%20costs%20are%20found%20to%20be%20higher%2C%20researchers%20invariably%20note%20that%20this%20needs%20to%20be%20considered%20carefully%2C%20in%20the%20context%20of%20the%20other%20benefits%20that%20are%20typically%20associated%20with%20nonprofit-produced%20and%20owned%20housing.%5Cn%5CnThe%20answer%20to%20the%20question%20about%20whether%20we%20should%20foster%20the%20nonprofit%20housing%20sector%20as%20developers%20and%20owners%20of%20subsidized%20rental%20housing%20is%20an%20unequivocal%20%5Cu201cyes.%5Cu201d%5Cn%5CnFor%20any%20developer%20or%20organiz
