merged%20to%20explain%20why%20this%20overrepresentation%20exists.%20Previous%20researchers%20have%20suggested%20that%20residential%20segregation%20and%20a%20declining%20supply%20of%20affordable%20housing%20push%20low-income%20Blacks%20into%20homelessness%20and%20that%20greater%20access%20to%20homeless%20shelters%20pulls%20low-income%20Blacks%20into%20homelessness%20at%20greater%20rates%20than%20Whites.%20These%20hypotheses%20have%20not%20been%20tested%2C%20because%20longitudinal%20data%20linking%20housing%20characteristics%2C%20service%20accessibility%2C%20and%20the%20homeless%20population%20do%20not%20exist.%20For%20these%20reasons%2C%20the%20study%20in%20this%20article%20presents%20analyses%20of%20housed%20and%20homeless%20populations%20separately.%20The%20first%20set%20of%20analyses%20focuses%20on%20the%20segment%20of%20the%20housed%20population%20most%20at%20risk%20of%20becoming%20homeless%3A%20those%20living%20in%20inadequate%20and%20overcrowded%20housing.%20Using%20data%20from%20the%201990%20and%202000%20Decennial%20Censuses%20and%20the%201997%20American%20Housing%20Survey%2C%20this%20study%20tests%20the%20relationship%20between%20residential%20segregation%2C%20affordable%20housing%20supply%2C%20and%20the%20extent%20to%20which%20Blacks%20live%20in%20inadequate%20and%20overcrowded%20housing.%20The%20study%20found%20that%20high%20rates%20of%20residential%20segregation%20and%20lower%20affordable%20housing%20supply%20were%20associated%20with%20inadequate%20housing%20quality%20and%20overcrowding%20in%20Black%20households.%20Working%20under%20the%20assumption%20that%20closer%20proximity%20to%20homeless%20services%20decreases%20migration%20for%20such%20services%2C%20in%20the%20second%20set%20of%20analyses%2C%20this%20study%20examines%20racial%20differences%20in%20migration%20for%20homeless%20services.%20Using%20data%20from%20the%201996%20National%20Survey%20of%20Homeless%20Assistance%20Providers%20and%20Clients%2C%20this%20study%20reveals%20that%20Black%20homeless%20clients%20were%20less%20likely%20than%20White%20homeless%20clients%20to%20have%20migrated%20for%20homeless%20services.%20Black%20homeless%20clients%20were%20more%20likely%20than%20White%20homeless%20clients%20to%20both%20start%20their%20homeless%20spell%20in%20a%20large%20central-city%20location%20and%20end%20up%20using%20services%20in%20that%20location%20or%20in%20another%20large%20central%20city.%20Homeless%20spells%20were%20longer%20for%20Black%20homeless%20clients%20but%20were%20more%20transient%20for%20White%20homeless%20clients%2C%20who%20were%20more%20likely%20to%20stay%20in%20three%20or%20more%20towns%20during%20their%20spell.%20The%20study%20addresses%20implications%20for%20fair%20housing%20policy%2C%20affordable%20housing%20policy%2C%20and%20homeless-services%20provision%3B%20discusses%20limitations%20of%20the%20research%3B%20and%20proposes%20areas%20for%20future%20research.%22%2C%22date%22%3A%222011%22%2C%22language%22%3A%22en%22%2C%22DOI%22%3A%2210.2139%5C%2Fssrn.1808950%22%2C%22ISSN%22%3A%221556-5068%22%2C%22url%22%3A%22http%3A%5C%2F%5C%2Fwww.ssrn.com%5C%2Fabstract%3D1808950%22%2C%22collections%22%3A%5B%226TH8CT28%22%2C%22MGRGYV3E%22%5D%2C%22dateModified%22%3A%222020-10-14T19%3A40%3A40Z%22%2C%22tags%22%3A%5B%7B%22tag%22%3A%22Black%20populations%22%7D%2C%7B%22tag%22%3A%22US%22%7D%2C%7B%22tag%22%3A%22homelessness%22%7D%2C%7B%22tag%22%3A%22homelessness%20entries%22%7D%2C%7B%22tag%22%3A%22segregation%22%7D%5D%7D%7D%5D%7D
